It's not sheer nonsense. There are plenty of situations that a good officer can resolve without resorting to force by talking to the subject. Actually talking to them, instead of issuing commands. Sometimes that takes time.

It's one reason that some departments have actually moved away from the continuum because some officers feel that they must move from one step to the next as soon as the subject isn't complying.

When the courts evaluate use-of force, they look at whether it was objectively reasonable. I think it's hard to watch this video - even if he had been speaking with her for several minutes - and find that use of force on a passive high school student as reasonable.
