    Obstinate refusal to attempt to blend into the larger cultural norm, to assimilate into the broader present American society, over a 50 year period can't be blamed on what happened between 1789 and 1960. And the extension of your point is patronizing to African Americans by inferring that they lack, individually and collectively, free will to be better than the stereotype that racists have of them.

    Does getting pulled over = coming close to being arrested?

    I've been pulled over a bunch. Got arrested as a result of two of them (expired/suspended license). Whether or not you're getting arrested is usually pretty clear, and unless the cop suggests that it's a possibility, I wouldn't say the average traffic stop is close to getting arrested.

    OK. Sure. And, I've been threatened with arrest too.

    But, you know when you're close to getting arrested. If your license is clean, there's no reason that the average traffic stop equals being close to be arrested.
