    What wrong conclusions? It clearly says "shall be marked."

    You're argument always is that it doesn't have to be marked.

    From the Department of Defense:

    "MARKING REQUIREMENT. All classified information shall be identified clearly by
    marking, designation, or electronic labeling.
    If physical marking of the medium containing
    classified information is not possible, then identification must be accomplished by other means.
    The term “marking” includes other concepts of identifying the classification of the information.
    Markings, designations, and electronic labeling shall be conspicuous and immediately apparent"

    32 CFR Parts 2001 and 2003 Classified National Security Information; Final Rule

    Sec. 2001.20 General.

    A uniform security classification system requires that standard
    markings or other indicia be applied to classified information.
    Except
    in extraordinary circumstances, or as approved by the Director of ISOO,
    the marking of classified information shall not deviate from the
    following prescribed formats. If markings cannot be affixed to specific
    classified information or materials, the originator shall provide
    holders or recipients of the information with written instructions for
    protecting the information. Markings shall be uniformly and
    conspicuously applied to leave no doubt about the classified status of
    the information, the level of protection required, and the duration of
    classification.

    Yes, quoting Defense Department regulations represents idiocy in this case, no matter which side you fall on. I doubt you know what these rules mean.

    Of course, it's also convenient to tell a subordinate to clean up any documents before sending. Classic Clintonesque behavior.

    Last I checked, the Defense Department is part of the classified system of the United States, no?

    And I noticed you had nothing to add about the White House, nor the National Archives rules.
