    I'm going to go with:
    1. Regression to the mean
    2. Stabilizing drug market
    3. Improving economy
    4. State-level crime efforts

    Heck, I'd even argue for a aging population because older people are less likely to commit crime.

    But mostly my point is that it's very hard to draw a line between any one measure and crime rates, since a very large amount of variables go into it. Also (as a secondary point), since most crimes aren't federal crimes.
    It's possible that this had an effect. But I'm hesitant to say that it did. It's definitely not a point that I think can be stated with as much confidence as Cran stated it.

    What people were saying "at the time" means little now.

    There are unintended consequences sometimes, and the actions being "well intentioned" or "unanimously supported" don't absolve public figures of accountability.

    Even the guy who signed the damn bill has said he regrets parts of it.
