It's not just a signal to pro-choicers. In fact, it is probably primarily a signal to assuage the fears of conservatives who think that Heller and Citizens United are going to be overturned.

Picking a serious Harvard educated White Male (Jewish) Judge. He won't get it, but the face of the nominee won't cause Outrage in the white trash streets of Trumpland
