Is Steph Curry the 'best outside shooter of all time?'

It's pretty clear that the numbers back up Curry as the "greatest" outside shooter in NBA history. Now how much do you have to take into account how the game is played now as compared to prior generations? (Kind of like basketball OPS-plus.)
