Teens and young adults generally because heroin is cheaper, stronger, and more available than it used to be.

Older people in great part get on it because there is a campaign to clamp down on prescription mills and because there is more scrutiny and pressure by the DEA on doctors who prescribe opioids than there used to be.

Heroin is not more available than it used to be. Heroin has always been easy to get. It's deadly than ever because it's being cut with fetanyl.

Doctors prescribe pain medication, but an adult has the option to not take it. Some doctors are too quick to prescribe pain medication, but some people are too quick to ask for it.

Christ, do you really believe heroin was ever hard to get?

You should read your own link where it talks about how heroin is replacing PRESCRIPTION opiates because it's cheaper.

I wonder why there's more heroin on the streets.
