    We haven't "had the funds to operate" in generations. We just keep borrowing.

    When somebody --- always in the party opposite the President, by an amazing coincidence --- arbitrarily decides, "That's it; no more borrowing. We're shutting it down!" --- the government gets shut down.

    What is the downside of borrowing when a) money is cheap, b) there are pressing needs to be filled, c) you're doing it at a rate that doesn't exceed growth, and d) your credit rating is excellent?

    People need to stop with this insipid "borrowing money is bad" mentality.
