Obama probably knew he could kill him at any time, but held off for a politically opportune moment to pull the trigger. Perfect timing to change the subject after the Orlando shooting, and to counter Trump's criticism.

Reminds me of when Bush held off announcing Bin Laden's killing until the most politically opportune time.
