But she wasn't working for him. She was a Cabinet secretary in charge of the whole department, which gives a fair amount of latitude.

HRC seems to be the type of person who would be her own harshest critic, so I doubt any of that is necessary. I'm sure she feels terrible about it and is beating herself up over it.
