    In other words, she's in charge, but she's not.

    Shouldn't the people responsible for enforcing the rules make sure that the person in charge is aware of them so she can follow them like everyone else?

    I am fairly certain that if you could pull up the federal tax code for 1995, you'd find detailed instructions on how to compute NOLs and how to apply them, both retrospectively and prospectively, to any tax liabilities you'd had or might have.

    I am also fairly certain that there's never been a page, paragraph or passage, in any federal document, that spells out how to copacetically set up and maintain a homebrew e-mail server so as to evade federal Freedom of Information laws while ensuring the security of official communications.
