So all the folks who worried about Jade Helm being a plot to disarm Texans via UN forces moving through secret tunnels connected to Sam's Clubs and Walmarts (an actual theory!) instead of simple military training exercise, will now welcome Jade Helm 2017 with open arms.

Correct. Resigned from military when forced to resign as head of Defense Intelligence Agency, co-ordinating arm of military intelligence. Apparently was a very poor manager, and went off the rails when McChrystal was fired for his comments in Rolling Stone. Since then, been getting a bit weird.
