The thing is there is just no mechanism for him to do that. His term expires no matter what. If the new president hasn't been solidified due to some sort of the emergency, we go down the line of succession.

Uh, no. Continuity Of Government procedures apply, and this is all laid out with corresponding contingency and war plans in advance. I can assure you, 20 JAN is a VERY bad day to fuck with the USA because a lot of stuff would go on autopilot.

Damnedest thing I ever saw on eBay was a retired SS Agent selling his copy of the CoG plans for the transition between GHW Bush and Billy Bob stick a dick in anything that moves Clinton.
