    Ford is still going to manufacture the cars that had been manufactured in MI in Mexico. Because of weaker demand they aren't going to spend over $1 b in a new facility because they already have excess capacity in Mexico. This is a financial decision unrelated business climate.

    The new jobs are related to exisiting manufacturing in MI, not jobs that would otherwise have moved to Mexico.

    From NYT:

    The decision by Ford to drop plans for a new plant in Mexico — what would have been a $1.6 billion investment — came at the same time the company announced it would add 700 jobs to build electric and hybrid vehicles at a plant in Flat Rock, Mich.

    The new Mexican factory was to build Ford Focus sedans currently manufactured at another Michigan plant near Detroit. Now the company will build those cars at an existing plant in Mexico.

    Ford officials said that the revised plans were tied to market conditions that have depressed small-car sales, and that they did not consult with the incoming Trump administration before making the decision.

    And from the NPR interview:

    MARK FIELDS: Well, the main reason that we're canceling our $1.6 billion new plant in Mexico is essentially because we've seen market demand here in North America for small cars drop off pretty significantly.

    GLINTON: I mean you've been essentially president-elect Donald Trump's whipping boy for quite some time, and it looks like politics to a casual observer.

    FIELDS: Well, it could look like that to a casual observer, but at the end of the day, you know, we have to do what's right for our business. We have to answer to our shareholders.

    GLINTON: Instead of building a new plant in Mexico, Fields says Ford will invest in facilities in Michigan, adding about 700 jobs. When asked to quantify how big of a role the president-elect's tweeting and cajoling went into the decision, Fields couldn't give a percentage.

    FIELDS: Clearly it was a factor. You know, we have a president-elect who said very clearly he wants to create a more positive business environment for manufacturing here in the U.S., wants to create pro-growth policies, and those things matter.

    It's a rotten thing to say and not really accurate. You cant choose to conceive. You can choose to have sex. But let's say the condom breaks.

    The "pro-life" position - I'm anti abortion rights personally - should not be some tough guy, hip-shooting rhetoric. The man should have a little fucking respect, but it's the Trump era. I'm ready for four years of phony tough guy asshole talk at every level.

    Both Carrier and Ford are still moving jobs from the United States to Mexico, although they are also keeping or adding jobs in the U.S. They are still going to be Ford and Carrier jobs, so this isn't outsourcing v. in-house.

    There has been no suggestion so far that any incentives were offered to Ford. If Ford does receive any state or local incentives, those incentives would need to be approved at public hearings so should be reported somewhere. State tax and site selection publications pick up most incentives deals.

    It has been reported that Carrier will receive up to $7 mm in state tax credits over 10 years. Indiana has a program called EDGE under which companies get a tax credit equal to a percentage of the personal income tax withholdings of new or retained employees. Companies receive the credit only if jobs are created or retained, so Carrier will not get the entire $7 mm if it moves jobs over the next 10 years.

    The Carrier incentives will be approved at a public hearing. Carrier will then enter into a written contract which will specify the terms - jobs promised, wages promised, the percentage allowed as a credit. This agreement (and application filed by Carrier) is subject to disclosure under Indiana's FOIA statute, should anyone care to make that request.
