This is true. The TV title didn't really start to get ignored/put on the backburner until the mid-90s, especially once the NWO storyline began.

As an aside, but I recently watched the TV title match where Rick Steiner defeated Mike Rotunda (the future IRS and dad of Bray and Bo). The fan pop Steiner gets when he wins, and starts running around the ring celebrating like a madman is tremendous.

 

The Dubya See Dubya TV Championship sure looked like a major belt when Scott Hall threw it in the trash in one city, only for Hacksaw Jim Duggan, recently demoted to Monday Nitro's resident janitor, to find it in the trash in another city, claim it as his title, and defend it.

The title win I'm referring to is during the 80s with the whole Varsity Club angle. Back before Rick and a less roid-raged Scotty teamed up.

 

Haaaaa! God, there was so much wrestlecrap going on in WCW once you got past the initial NWO angle and Goldberg's run.
