Or, FEMA is still a bureaucracy that requires certain mechanisms and standards to be met before it can spring into action. The first of which is a formal request from the affected state. It has to work it way up from local, to state, to federal level, and if that happens slowly then the federal response happens slowly.
Pretty good explanation from local officials about all of that in this news story from Monday:

    http://www.clarionledger.com/story/...ornado-recovery-continues-pine-belt/96975076/

Meanwhile, in Georgia, part of the reason they're so exasperated is because FEMA has been slow to respond to requests from another tornado outbreak on Jan. 2.
When a different person was in charge of FEMA.

Albany official implores Trump to help after tornadoes kill four

The difference in tone in those stories, particularly the first one and the Salon piece (which seems to draw heavily from this one from NBC News: Officials beg Trump to send help after storms kill 20 across the South) is striking.
One details a terrible, but local disaster, what's being done to fix things and why things might move slow. It's very well done.
The other starts by comparing it to "a nuclear blast" and seems to go out of its way to compare it to the widespread devastation of Katrina and all of the bad things associated with that, without (or with barely touching on) what's being done to actually fix things. It's everything bad about "The Media."

Trump cited Bernhard Langer not being allowed to vote in Florida while Latinos were as evidence of voter fraud in his meeting with Congressional leaders. Langer is German citizen. But of course, as a white man, he's a true American in Trump's mind. A real bigot. No disguising it. Those who defend him own that bigotry too. Don't whine to me that's not fair.

One "Dem" said something one time, on Twitter, so President Trump is now free to say or do whatever he wants regarding an issue without condemnation.

None of the countries of which the 9/11 hijackers were citizens are on Trump's banned list for immigration from Muslim countries. All of the hijacker's countries of origin are places where Trump does business.
