Typically charter schools and private/parochial schools are not one and the same. Charters are nominally public, but are run outside the public school hierarchy. Some are run by for-profit organizations, with very mixed results. The biggest problems with them from a public school perspective is a wide disparity in quality, the fact they are not accountable to their communities in the way that traditional public schools have elected school boards and, in states where education funding is heavily based on per-pupil enrollment (like Michigan), they take money out of the local public school system.

Private schools don't have to accept all students and aren't accountable to many state and federal regulations.

DeVos, who is basically the Queen of West Michigan Dutch Reformed church right-wingness (the DeVos family has been floating ballot initiatives and legislation on this topic since the early 90s and her husband was soundly defeated in a gubernatorial election in Michigan in 2006) loves charters because they weaken the traditional school system to make it easier prey for the private schools, not to mention boosting the 'education industry.'

In 1970 state aid to parochial schools was expressly banned by an amendment to the state constitution. I was in sixth grade at the time at a parochial school.
My parents paid every dime to send me and four siblings to parochial grade school. Our city had a very good public school system.
They understood if they wanted to send their kids to parochial grade school, they'd have to pay. Fine. They did.

Now my youngest sister is sending all five of her kids to the same parochial grade school. They're not getting any tax money, as they shouldn't.

Fuckin fine. We paid every goddamn nickel of our ways through parochial schools. The holy roller Jeebus freaks of the Dutch Reformed Billy Bob Bible Academy can pay every goddamn nickel too. As they should.

You pay your taxes for the goddamn public schools. You wanna start a Billy Bob Bible Academy, do it on your own dime.

Charter schools are a legal subterfuge to funnel tax money to private fundamentalist schools and drain it away from public schools. (Oh and also private-school profiteering grifting schemes.)

Because if you're a GOP Senator, you want education to tank. Particularly science education. Your enablers, the religious right, have a vested interest in the death of science education because it tends to discredit their notions that the Earth is 10,000 years old and that climate change is fake news.
