    Because they drown in their own data. If you account for all the information, you get analysis that's so "yes but" it's useless. If you pick the data you want to support the analysis you support (or worse, that the boss supports) you wind up ignoring the facts that could've prevented disaster. One of the very few realistic things in "The West Wing" was how the head of the CIA was always disliked by Pres. Bartlett because he never said yes or no. Actually, Bartlett was wrong, and the CIA guy was right. The President has to choose. A CIA where only one option is presented is a CIA that actually does run the government.

    A stupid joke then and bad comparison now. Bush for his faults wasn't that bad of a politician and was coming off a popular administration he was a VP for. Clinton took years off to prepare and ran against a gasbag newbie.
