Has the AP quoted a single person who said Kelly authored it?

Do you really think this is how it works? The agency head sits down and bangs out an 11 page memo?

Others work on it, and if it gets that far, it goes to the boss for approval, and is issued under his name.

The AP doesn't have a source saying Kelly even saw the memo.

 

At what level was it rejected?

This is a total failure on the AP's behalf.

 

That would certainly be a go-getter underling who takes it upon himself to write a memo authorizing a 100K troop deployment in the director's name!

Occam's Razor says the most reasonable explanation tends to be true.

Yeah, that's the thing -- this wouldn't be controversial at all to his base, and is in keeping with what he said he'd do all along. And I'm sure Ryan, McConnell and the other lackeys would be all for it too if the Dear Leader says so.
