Seems to me like they've been a regular thing for quite awhile. They just don't get covered unless something unusual happens. Last time they got this much attention is in 2009-10 when the Tea Party started to make a lot of noise and protest.

 

Also worth noting, the rest of that bit about the steak (grounds for invoking the 25th Amendment) includes this:
