    "Gowdy also said that "Congress is not equipped to investigate crime."

    "We don't have the tools to do it," he said. "We are welcome to investigate allegations of constitutional injury but allegations of criminal activity we are not equipped to do."


    If that's so, perhaps a special prosecutor, who does understand the investigation of criminal activity, is in order.

    Congress has subpoena power, a sergeant-at-arms and a Capitol police force. They didn't hesitate to use all three in the Clinton and Obama administrations.
