Most people, including Trump himself, have the vague notion that the President's budget is what happens, even though it isn't. So he'll get blamed for cuts that don't happen as well as those that do.

 

Don't forget the health care "plan" already cuts 12 percent of the CDC budget, too. Whatever further cuts are included here will be on top of that.

The $1 billion AHCA cuts from the CDC is for prevention of disease outbreaks. Trump's budget sets up an office in charge of responding to disease outbreaks.
