You ask that as if we are the ones who were issued the FISA warrants. Until the various classified committees and intelligence services complete their investigations and release their declassified as to sources and methods findings, all any of us have are tea leaves, smoke, and inference.

This does not mean that nothing happened, only that those facts have not been released. That what has been leaked so far is not sufficient for the issue of indictments does not mean that there are not indictments to come. It does not mean that there will be indictments. It means that the investigation is ongoing.
