I didn't read the order, but this CNN story provides some clarification. The judge didn't decide on the constitutionality of the EO, but said implementation would cause "immediate irreparable harm" if funding was withheld while the case went through the courts.

The whole sanctuary cities thing flips the right and left on states' rights. The right suddenly loves the power of the federal government and the left ignores the supremacy clause.
