Amazing that there is any place in America where you can't be locked up unless charged with a violent crime. This is where conservatives' hatred of taxes and government collides with love of law and order. In theory. Of course, Douglas County, Ore., is 93% white and 0.5 % black and went 2-to-1 for Trump. So there isn't much obsession with law and order. (While violent crime there is well under the national average, property crime is well above.)
