The travel ban was supposed to be a short term fix - 90 days, I think? - while we got out extreme vetting in place.

It's been 90 days. I assume they moved ahead on implementing extreme vetting, even when the ban was struck down.

So why at this point is the travel ban even necessary?

He's pretty clearly saying don't be alarmed at the sight of lots of police. I took the train into London today and there are a lot of police at the stations. It doesn't mean anything bad is happening there and then. Hence, don't be alarmed.
