Consider this: One fine morning, maybe a sunny June morning, electronic communications go out over much of the eastern US. The power grid is down.

A huge explosion of unknown origin goes off in a US city. Many thousands are killed and the city is in complete chaos.

Teevee and radio is down. The internet is down over much of North America. Fucko makes a speech saying he knows exactly who was responsible for the attack. And he knows exactly what he's going to do.
