    Not an expert, but IIRC, has to do with the changes to Medicaid, no? Bill does more than simply repeal ACA Medicaid expansion. So while individual insurance numbers might be > under this bill than under ACA straight repeal, Medicaid numbers are <.

    I don't think so ... Medicaid outlays will still be much higher than status quo ante ... just not as high (likely) as they would be with this bill.
