I don't see the logic in this at all.

It's not like he made it at Trump's behest. And, it's not like it's anything more than a silly GIF.

I've posted thousands of silly GIFs in my lifetime. Am I fair game if one gets retweeted by a famous person?

 

It was a little silly that he didn't realize it was there for him.

But he was looking for Marine One, not another limo, as you suggested.

Exactly. This is ethics 101. You aren't a public figure unless you take some action to put yourself into that light. Posting a meme does not qualify.
