I'm not exactly sure what you're saying there, but insurance that's written to allow for pre-existing conditions isn't really insurance anymore. But yes, I get it. If that's what they're doing -- forcing coverage of pre-existing without some sort of mandate (and other stuff) -- the individual market is going to collapse.
