    That only has a reasonable chance of being in play if the president is incapacitated.
    1) VP and majority of cabinet write to Congress leaders saying POTUS is unable to serve. VP becomes acting POTUS.
    2) POTUS writes his own letter, saying he's fine. He's back.
    3) VP and cabinet disagree with POTUS.
    4) Issue goes to Congress, where 2/3 majority of both houses must vote to override POTUS. Harder, in other words, than impeachment/conviction, in which only simple majority of House is required.

    It could be argued Eisenhower, through the appointment of Warren and others, effectively overturned Plessy v. Ferguson. The Reagan-Bush-Bush tag team accomplished a generational revearsal with Citizens United.
