FYI, I saw this yesterday from Ryan Lizza (The New Yorker):

"At the same time, the fact that Mueller is using a grand jury does not mean indictments are imminent or even a certainty. In the Clinton e-mail case, a grand jury was impanelled to issue some subpoenas—a fact that was only recently discovered—but it was never used to issue any indictments."

Sure. Prosecutors use the Grand Jury to subpoena documents and testimony under oath. It forces an end to half-truths and evasions. If there is evidence of a crime or if someone commits perjury then they move forward to trial. If the facts do not support prosecution, that's the end of it. It goes both ways, although in general if they go to the Grand Jury they think they have something worth pursuing. There's nothing automatic about it, it's evidence based.

Lord knows that it's not like there was no investigation of Clinton.
