Yes. The Russians, were considered rational actors, for whom MAD would be a deterrent.

North Korea, and the various Kims, and most especially the current one, were never seen this way. (And, the Iranians, have been seen as somewhere in between.) It's why keeping them from developing a nuclear weapon was so important.

Presidents of both parties have seen the North Korean regime as too unpredictable to be able to have a deliverable nuclear weapon.

They have nothing to lose, and don't care about their people.

This is a bi-partisan opinion that goes back over 20 years.

They are now a nuclear threat. We can't accept this, especially if they continue to make threats.
