    For economic reasons since the dawn of time, namely transportation of goods, cities have existed near large bodies of water. That's why Houston is where it is, and New Orleans, and Boston for that matter. Large bodies of water have floods, not this bad maybe, but it's a constant risk. That's why there is no private flood insurance. In response there is government flood insurance. Is it done well? Not really. But it exists because of a large demand for a product private companies won't supply at a price people can afford. Government responds, or should respond, to demand just as businesses do. Ragu, government debts exist because voters want a high level of services and a low level of taxes. They also want a balanced budget. Tell the voters they're demanding the impossible, and they throw you out of office.
    My town Lexington the bargain is fair. We pay some of the highest property taxes in the state, but also have a fine level of services, notably one of the state's best public school systems. As a result of said schools, property values are very high as well. That's the bargain, and to date voters here find it a good one -- especially when their kids are grown and they sell their houses.
