    North Korea is testing more missiles because its program is more advanced, allowing it to test more missiles. It has no incentive to strike the US, and every incentive to develop the capability to hurt the US in case we struck first. The established nuclear powers were able to negotiate with Iran because they had something to offer it. North Korea wouldn't seem to need anything we could offer it, but perhaps asking would be a good first step.

    "The statement confirmed the AP’s reporting that the EPA had not yet been able to physically visit the Houston-area sites, saying the sites had “not been accessible by response personnel.” EPA staff had checked on two Superfund sites in Corpus Christi on Thursday and found no significant damage.

    AP journalists used a boat to document the condition of one flooded Houston-area Superfund site, but accessed others with a vehicle or on foot. The EPA did not respond to questions about why its personnel had not yet been able to do so."

    It must have been too windy.

    I have as much faith in him as I do our current leadership.

    Rationality or not, he does not currently have the ability to detonate a nuclear weapon on the US mainland.

    Sure, it has no incentive to strike the U.S. That said, none of us really know what is going on in his head or how sane or insane he is, so we really shouldn't pretend.

    What we do know is that there is little we can really do to change how far they have gotten in their nuclear program. So we should acknowledge reality rather than living a fantasy. And rather than making feckless threats or going into hysteria, we should make it clear that he's playing with fire and if he initiates an attack, China won't be there to defend him (they won't), and whatever damage he does to Americans, it won't end with him victorious. That should be the consistent "tough" talk -- a consistent line said over and over again.

    I disagree with you about offering North Korea anything. It just makes us look like foofs -- as we looked with Iran. North Korea is going to keep developing its military capabilities, regardless. At best we MIGHT buy a few months or a few years with that kind of deal (if it was possible), but in the end that is a losers game. We should be resigned to the fact that he is going to do what is going to do. ... but we should be doing everything possible to make it as DIFFICULT for him as possible, we certainly shouldn't be helping him. I never understand that tact. What we did with Iran made us look silly. You don't make a "deal" with an entity that is constantly rattling a saber at you and doing hostile acts, including after the deal. And you don't pay them for their behavior that you don't like, particularly when you know they ultimately aren't going to adhere to any deal. Optically (and a lot of the world pays attention to the optics), it makes you look like a joke. We shouldn't be doing the stupid tough guy act that we have no realistic way of backing up. ... but at the same time we shouldn't be wet noodles.
