As always, Trump's inarticulateness gets in the way of what he wanted to say. It IS infinitely harder to provide disaster relief to an island than to part of the mainland US, and the victims can't easily leave, either. That seems to be what he wished to express. But the English language is far more of a mortal enemy to Trump than is Colin Kaepernick.
