That is more accurate. Reducing from 39 percent will have zero macroeconomic effect. Reducing from say, 79 might.

 

Tax codes are about more than "marginal rates." Yes, the top rate in this country was about 90 percent at one time, but guess what? It didn't matter, because there were about eleventy billion deductions available that have since been removed, ensuring that no one ever came anywhere near actually paying that rate.

 

Worth noting Jerry Brown has signed into law bill moving California's primary date to March. Will shuffle the deck for the 2020 campaign.
