2. Whoever wrote that tweet got it wrong. The author of the article didn't use that phrase at all and actually wrote a pretty good synopsis of how semis are converted to de facto full autos via bump stocks or crank fire.

I posted that this morning. Michigan and Balbo, where the hotel is, is the intersection I arrive at when I drive downtown. I'd left my job in the city in June, but for five years before that, one Dick Whitman would have been right in the potential firing radius when walking to my train station.

Basically any rimless cartridge. Revolvers and bolt action rifles use cartridges with a brass rim which sticks out at the base to hold the cartridge in place once it is slipped into the chamber. Many (but not all) automatic mechanisms do not. For instance the 9mm shells which are common in both pistols and submachine guns are rimless. The mechanics are different, and rimless allows a higher rate of fire in some weapons.
