Well, since there’s no evidence of it in that article, yes.

A guy goes out of town, he throws his prescription drugs in his travel bag.

A prescription for, and possession of, Viagra isn’t proof in any manner that the trip was for the purposes of sex tourism.

It’s really a disgusting charge, that you should be ashamed to make without evidence. And, there’s never been any other evidence presented to suggest he would engage in something like this — and this is a guy who’s gone through a couple of divorces, and has been a public figure for 30 years.

Your charge would also suggest that his travel companions were also engaging in such behavior.

Normally, if someone suggested such a thing about someone like Joel Surnow with such a lack of evidence, you’d be among the first to object. But, in this case, you’re the instigator of such a charge.
