    Right. To me, the term rebuilt means that it's a disaster and needs to be completely reconstructed. Revamped might be the better word choice.

    These annual budget overruns are not due to military spending. They are due to entitlements. It’s always entitlements. But Congress doesn’t have the desire and/or will to address them seriously.
