    A tariff is just another word for a tax. In this case, the government will be levying a tax on any shipment of steel that enters the United States from abroad. At 25 percent, steel that once cost China $1,000 to manufacture and ship to our market will now cost it $1,250. To make the same profit as before, China will have to raise the price at which it sells steel to American manufacturers by 25 percent. Those manufacturers, in turn, will have to raise the prices of their finished steel products to offset the increased cost of production. A car has about 1 ton of steel in it. If steel is currently going for $600 per ton, then a 25 percent increase in the cost means a car manufacturer will be paying $750 per ton, and will need to increase the price of a car by $150 to make the same profit on each unit as before the tariff.

    That is the way most economists say this kind of thing plays out. And if that's what happens, than placing a 25 percent tariff on steel is no different from soliciting a $150 donation at checkout from every person who buys a new car this year.

    Allies of Trump's on Capitol Hill and elsewhere describe a sense of "meltdown" at the White House as the series of unfortunate events unfold. The President, they say, wants to take action to turn the page.

    Morale in the West Wing, already diminished following the domestic abuse scandal involving Trump's former staff secretary, has taken a downward turn, people inside and outside the building say. Staff departures are being announced on a near-daily basis as aides become fed up with the constant swirl of tension. ...

    "The morale is terrible," Anthony Scaramucci, the short-lived former communications director, said Thursday morning on CNN. "The reason why the morale is terrible is that the rule by fear and intimidation does not work in a civilian environment."

    "People are afraid to talk to each other," he said.
