It's besides the point, anyways. If Mueller's mandate is unlimited (it isn't), he could keep the Cohen matter regardless. He didn't because he doesn't care about because Cohen has nothing related to get Trump.

 

Well, we'll have to see who gets jurisdiction over the investigation into the BBC report Cohen got 400K to arrange a meeting between the President of Ukraine and Trump. Then we'll know more.
