The home country effect is a fact of World Cup life. I think South Africa was the only host I remember that completely flamed out, and they were terrible. I mean, the US made the quarters in '94. South Korea in 2002 and so on. Russia has been weak in soccer for a few decades, but this is just a surprise, not a shock. Now Qatar winning its first two, that'd be a shock.
