    Actually, factually speaking, no. Read his speech he made to the economic council, look at his record of lowering taxes, and tell me the same thing.

    Top marginal tax rate was 91 percent at the time. It really had no place to go but down.

    We all know that if the Senate vote on a bill is 50-50, the VP breaks the tie. But if membership is 50-50, is there such thing as a Majority Leader? Does the position exist when no party has a majority?

    Yes. The majority is the vice president's party.

    Last time it happened was in 2001. The parties essentially split power by having all committees made up of the same number of Republicans and Democrats. Chairmanships went to the GOP.

    I am doubtful we would see that same cooperation today.
