    The cross dressing was a part of charity dinner, thrown by the City Hall press club. Similar to the WH Corespondents dinner, the press puts on a skit, making fun of the mayor, and other elected officials, often assisted by the cast of a Broadway show.

    The Mayor then gets to respond with his own skit, with members of his administration joining him onstage.

    Rudy took these very seriously, and spent a lot of time planning and executing his skits.

    The cousin humping was well before he became mayor, and I got to know him. He was humping his communications director, which was problematic, and did take away from his ability to be the best boss possible.
