The public sector (other than police/fire) is where non-whites were first allowed to compete for jobs and promotions based on merit. This has led to a lack of support and media demonization of the public sector jobs, e.g. USPS, DMV, TSA.

What might work to improve the USA is a massive New Deal like government jobs program, that would give preference to those who demonstrated a willingness to work.

Of course this will only work with competent middle managers.
