    From what I have heard, the devices held fireworks powder which the Boston marathon bombers used. But it was contained in small PVC pipes which would not make an effective bomb as opposed to a capped standard gauge steel pipe or pressure cooker. There has been some speculation that some of the markings on the devices were ersatz ISIS flags.
