He's so pentulant there's smock coming out of his ears.

 

I remember hearing a senior State Department person tell a colleague in 1986 that the three Senators the Administration would need to convince to support an arms control treaty were Sam Nunn, Paul Laxalt, and Dan Quayle - that the rest of the Senate would follow their lead. At the time, the first two were big names to me and Quayle not so much. When Quayle became a punchline a couple of years later, I figured he probably wasn't really quite as dumb as he was portrayed, sort of like Ford a dozen or so years earlier.
