I actually read that story a few days ago, and it left me shaking my head.

There is no "correct" spelling of a foreign name . . . other than in its native script. All foreign spellings are just an educated guess based on how it sounds. It's why sometimes we call someone Sergey and sometimes Sergei. It's the same name.

The two spellings of the bomber's name were "Tsarnaev" and “Tsarnayev,” with an extra y.

Anybody with the slightest knowledge of Russian knows the letter "e" is pronounced "ye". That's why Yeltsin's name reads "Ельцин" in Russian. That our intelligence service could think "Tsarnaev" and “Tsarnayev” were not the same person is staggering.
