The Redskins are only on the hook for about $3.5 million in salary, so that's not a bad deal for them assuming they didn't have to give up a ridiculous draft pick. The Alex Smith contract and injury put them in purgatory for a couple of years. They can't cut Smith, can't really sign a high-priced replacement, there's no young heir apparent in place, and unless there's a guy you love it's a bad idea to spend a high first-rounder on a QB.
Plus, after seeing how they had to muddle through the last half of 2018, I can't imagine anyone wanted to do that again.
Keenum isn't leading them to the Super Bowl or probably even the playoffs, but he hopefully provides some relatively cheap stability as a one-year rental. They can let him walk after next season and see where they are with Smith, and also look to draft a franchise QB like Tua or Fromm.

Considering the cap hell Smith's contract has put them in, they were better off tanking the season for as good a draft pick as possible. They should be planning for 2020 and beyond

That's a great pick up for the Bills. They weren't terrible when Josh Allen was healthy last season. Adding Brown alone doesn't get them past the Patriots, but it does give them a huge weapon that they lacked last year. Their leading receiver only had 56 catches for 652 yards.

I don't disagree, but what were their other options? Go into the season hoping Colt McCoy miraculously holds up for 16 games? Throw a mid-round rookie to the wolves? Bring back Josh Johnson?
I think the hope is that Keenum can start 16 games on a backup's salary, and that's about it.

You don't need other options. Go 1-15, 2-14. It doesn't matter.

The real question is the price tag.

    That's a strategy, too.

Case Keenum means the Skins are drafting a QB.

Reports differ on possible Antonio Brown-to-Bills deal

I stand corrected. The real question is if Brown managed to fuck up the trade to the Bills by throwing another tantrum and threatening to retire. I stand by what I've been thinking all along. The Steelers' wisest move is going to be keeping Brown. He can play there or retire. Even having him retire saves the team enough money that it's not a terrible value for the team.
